Why is the second monitor not connected to the integrated video card via VGA?

No HDD. I cut one full-hd monitor via HDMI, I try to connect the second via VGA - the old monitor is 1280x1024.
The maximum that I managed to achieve was to see the branded blue splash screen of Windows when it is turned off, as well as when it is turned on. The desktop itself, as well as the BIOS, are not displayed. At the same time, there are no messages on the screen (such as there is no signal). True, once, when it was possible to catch a blue splash screen, the monik displayed a message like "Not optimal mode 1280x1024".
At the same time:
- Monique is guaranteed to be working, I checked it on the second computer, but connected it to a discrete device, and under Win 10.
- Monique is guaranteed to support a resolution of 1280x1024 (this is the maximum resolution)
- The cable is guaranteed to work.
I tried all the combinations in the resolution settings and in the Intel HD graphics control panel (a proprietary utility, it seems to come with firewood) - expand monitors, duplicate, broadcast only on 1, tried different resolutions for the second monitor and different frequencies (60, 70, 75), repeated all this in the Intel utility - 99% of the time the monitor does not show anything. I also tried connecting and disconnecting monitors in different ways - with the computer turned off, turned on, and also tried to boot the computer only with a vga monitor. Nothing.
At the same time, for some reason, the resolution of the main monitor changes, and it seems that the second one is still connected, since the cursor and windows move off the screen, as if on the second screen (as it should be, but there is no image).
And also: for some reason, vga-monik is defined by Windows as a mobile PC display.
