Why is the Raspberi Pi 3 cooler not working?

Good day!
Literally just bought a brand new "raspberry", put Linux on it and turned it on. But at the same time, my purchased cooler for some reason does not work.
It has 12V DC and a current of 0.07 A (and it also has three wires)
I just can’t understand which ports it needs to be connected to in order for everything to work.
I have never dealt with a raspberry before, so I hope that I will be understood correctly.

just put a heatsink on the processor. You will not find 12 on raspberries anywhere - only 5 and 3.3
