Why is the processor running at 800 Mhz?

Processor amd II x6 1075T nominal frequency 3 Mhc.
Msi 970 gaming board.
RAM 8 gig, video amd 5700. Costs SSD.
In principle, the hardware is not bad, but it is clear that when working in archiCAD, autocad, 3dmax, it hangs very much.
I checked the CPU with cpu-z and aida64 programs, it shows the frequency of the CPU is 800 Mhz (4 x 200). Also in the task manager under load it shows a frequency of 800 Mhz. Tried to change the multiplier manually, no response. Only if you raise the fsb frequency, the frequency rises to 1000 Mhz. Why does the processor run at low frequencies? How to fix it?

I have an old laptop on athlone 1600 MHz, it is written that only 2 GB of RAM is supported. If I put 2 + 1GB in it (and 2 + 0.5 works fine), then the processor only works at a frequency of 800 MHz (in this case, the problem manifests itself only on 32-bit Windows, on 64-bit everything works without any problems). Maybe you have something similar!

It was the same on the msi z97 ​​gaming 7 board.
On the board in the RAM area there is a toggle switch, slow , two continuations 1 and no designation.
Click it and put it in position 1. The
toggle switch is very small. Slow is written on the board near the trawler. I saw it myself when I changed the RAM.
