Why is the processor deliberately slowed down in an HP Pavilion laptop?

There is an HP Pavilion Gaming Laptop 15-cx0042ur. Windows 10 was originally installed on it. When running on battery, the work of the central and graphic processor slows down severely, which is expressed in terrible braking of games and programs. Enabling performance mode in the power settings does not help. But this is still half the trouble.
Now I tried to run kali from a flash drive (normal trial version). When on another computer it starts in seconds, on a laptop it takes almost 30 minutes to load. Periodically, there are signs of progress, which means that the laptop still loads, but very slowly. And the charger is connected. There is a suspicion that when working not in Windows, it is doomed to work this way. What is wrong with him and what can be done?

check temperatures, performance may drop due to overheating, some laptops may not run at full battery power
