Why is the path/file length limit in ubuntu the same as in Windows?

I installed nextcloud on ubuntu 18.04, it is gathering dust on a corporate server, but the trouble is, if you put a file with a long name there, it doesn’t “eat” it, I thought linux should be in such things ... more useful chtoli, maybe there is an opportunity to remove the restriction This?
the length of the file name is 174 characters (normal Cyrillic without special characters), + the length of the folder names is different, but from about 30 to 70 characters + the path to the folder on the system server 20 characters
, the same limit as in win , how to deal with it?
