Why can't I access the web server by dns name?

Bought a VPS (Scaleway) and deployed an image with ubuntu 16.04. The IP address that the hoster gave registered in the A DNS record at the registrar (GoDaddy). The domain name is normally pinged and returns the correct ip address. Installing nginx on VPS with default settings. And I can’t even open the default nginx page by domain name in the browser. The browser returns an ERR_CONNECTION_REFUSED error. By ip address everything opens fine. What could be the reason.

PS Caches DNS, browser caches cleaned repeatedly. Tried from different computers, browsers and OS.

check firewall

/var/log/nginx see if the request reaches at all

check for htaccess errors
and look at the logs
