Why is the page going down?

The picture is what is visible in the browser. The one to the left (essentially from the beginning) is just behind the screen. The page just slides, for no reason, this dom is not reflected in any way. It's not JS, it's not the site's CSS - the bug happens only sometimes (moreover, if several times in a row, then with a different shift, so the page just starts dancing). If I understand correctly, this only happens with open dev tools. Is it somehow fixed?
