Why is the new Ubuntu on Windows 10 so slow?
Installed yesterday from Windows 10 Developer Updates a new, hole-punching bash on Ubuntu on Windows and what did I see? sudo apt-get install installs everything in half an hour, and Ruby compiled from raw and that hour 2, or even all 3.
It's certainly a good idea to give Ubuntu to Windows users, but what's the point if one lichen is spinning in NTFS and does not give any performance gain.

I strongly doubt that M$ came up with his own "anti-wine", so there is most likely "honest" virtualization. Virtualization can slow down and depending on the hardware on win10 it will probably slow down.
Meaning? Well, the meaning was actually the opposite - to give win10 users the opportunity to run programs for linux so that they do not spit out the pacifier and the NSA does not deprive them of work :)
