Simultaneous use of PC power

Given a powerful PC (i7 4x4.8, 32GB, SSD in RAID1, 2xGTX660) which is used for work related to video editing and photo processing, and there was a need to divide its power into two at the same time. Since it is not very convenient to organize a multi-seat, it would be great for one person to use the PC workplace itself, and for the second to connect from his laptop.
The catch is this: Splashtop doesn't give you that many delays, it's acceptable but it won't allow you to use two different accounts on your computer. stream the image directly from the computer monitor. RDP allows you to connect with another active user and not interfere with him, but in this case there is no video card as such and specific software will not be able to work or will do it with brakes (the same Photoshop on RDP starts to spoil the simple selection procedure so that you cannot understand what area was allocated).
Are there any easy solutions to the problem? Or are my glances in the direction of raising Linux, virtualizing two different systems there with forwarding their video card into each and working in this way - the only option?

For the second user to lift a virtualka with Windows. And forward it over the network via RDP or TeamViewer.

Per the license, you can only use one instance of Windows on one desktop at a time. So the only option is virtualization, for example through VirtualBox + another boxed license for Windows.
