Why is the monitor (TV) screen flickering?

Hello! I have a PC connected to the TV. I just changed the resolution of 3840x2160 for a few seconds and changed it back to the old one, because it was recommended there (at 3840x2160), before that it was 1920x1080, now the screen is flashing several times a minute! There are also green stripes! The problem is not in the TV, before this it was not!

I solved the issue, no one told me so correctly, the frequency (Hz) was not set correctly

Unstable connection, video transmission errors. Perhaps the problem is in the cable (too long or poor quality), connector (bad contact), video card (reboot the PC?), interference (the cable runs near the power lines, the PC and TV are plugged into different sockets without grounding), or whatever.
