Why is the measurement speed different?

Please tell me why the speed is different when measuring on my stationary PC and on the fitter's laptop from the telecom operator.
Those. the speed drops - regularly, the fitter comes from the provider, we measure the speed on my PC - one, and on his laptop - one and a half times - HIGHER !!!
Cable connection.
Why?
I can assume that the fitter has cjan, which demonstrates such miracles.
Maybe somehow you can ask the fitter to open the Task Manager and "kill" the processes there, all not related to the browser and OS ???
How to make a correct measurement on a fitter's laptop ???

The speed shown on the sites of "speed tests" depends on many parameters:
The server on which the measurement is
made Cluttered OS and RAM, the presence of antiviruses / firewalls, etc.
The performance of the network card and the computer as a whole is also important, on faster PCs the speed will be faster.
If measurements take place through a router, then it also contributes.
