Why is the local site loading slowly?

There is a local site that loads fine when you open it, but when someone wants to access it from another computer, it loads very slowly. All computers are on the grid. And this is only on this site, but there are other sites that work and load well. I think that the server is not configured correctly, but does anyone know what else could be the reason?

I think I will not be mistaken in saying that the problem is not in the network. I think the problem is in your hardware or software. More precisely, it hurts little information.

Windows server? Then openserver. Everything works fine on it. It was similar with denwer, vertrigo, xamp, everything slowed down. Switched to Openserver and the norms. Again, it was on Windows. Shouldn't be on the line. Either the site engine loads.
