Why is the ISP not updated?

ISP broke, I can't enable Apache in its settings - nothing is installed with errors "E: unable to locate package.." I
run /usr/local/mgr5/sbin/pkgupgrade.sh coremanager
I get:

Why is this happening? what is wrong with the repositories?

First of all, you should check that cdn.ispsystem.com is available from your server, if not - use
download.ispsystem.com or de.download.ispsystem.com
You also need to check how the repositories are connected, if necessary, then reconnect manually according to the documentation
