Why is the ionic application not going?

Good afternoon everyone!
A hackneyed question, of course, but I just can’t defeat it, when building an ionic application for android I see:

Error: Android SDK not found. Make sure that it is installed. If it is not at the default location, set the ANDROID_HOME environment variable.
You may not have the required environment or OS to build this project

I rechecked everything, ANDROID_HOME is assigned, Android Studio installed by downloading the site distribution kit, the tools and platform-tools folders in PATH are assigned, everything is correct - I have already rechecked 100 times. in the SDK Manager I have already installed absolutely all the packages that are possible, but it still does not plow :(
OS: Win7 x86
Help ... the third day I hit the wall .. :(
