Why is the Internet not distributed via wi-fi in ubuntu 18.4?

I'm making a wi-fi access point for distributing the Internet from a laptop with ubuntu 18.04 to an android phone. The phone sees the access point and connects to it, but there is no Internet on the phone. I tried to make an access point both through the ubuntu graphical interface and using create_ap, as well as nmcli, but the result is always the same. What could be the problem and how to fix it?
