How to distribute internet on andoid phone?

There is an Internet provider that provides the Internet and watches ttl and binds the mac address, there is a laptop, an android phone and a tp-link wr740n router. -fi connects but there is no Internet, I tried to change ttl on the phone - it did not help. It seems there is an option with a proxy and Connectify, but I would like without it.
