The laptop does not see the access point from Android, how to fix it?

Problem: I turned on the access point (Wi-fi) on the Android device in order to distribute the Internet on the PC (Windows 8.1), as a result, my laptop does not see this network (distribution).
My attempts \ experiments:
1) I asked a friend to go into the WI-FI search from another PC, as a result, the access point was visible to him.
2) I asked a friend to distribute the Internet from my phone, as a result, my laptop. saw this access point.
In short, from my mobile phone, the laptop does not see the access point (but others see the laptops), but at the same time it sees the access point of other mobile phones.
With what it can be connected and what decision?!
Drivers are all installed, before (2 weeks ago, everything worked)
