Why is the ICS not calculated for a one-page site?

A friend of mine has a one-page website clafoutis.ru , she didn't have any special illusions about it, it just has a purpose, like there is a website. Everything else in the group in contact and instagram for her is closer and more understandable. Just a question why the site is not designed for IKS? TIC was before that 10?

TIC and ICS are calculated differently. Just the ICS of the site = zero.
