Why is the device connected to an Android smartphone not receiving power?

Good time!
I am a happy owner of HTC Desire 400, after watching inspiring videos from YouTube about how HID devices (keyboards, mice, joysticks) are attached to Androids without any preludes and, at the same moment, they start using them for their intended purpose, I was inspired by this idea. However, my first thought was to connect a USB RFID reader to the pipe - by connecting this device directly, I found that it does not receive power (according to the indicators that should light up when turned on), then I tried to connect a USB mouse - also to no avail. Not satisfied with such results, I, having unwound the reader, hooked up power to the power contacts of it and connected it to the phone - the only reaction of the device was that it started charging.
Question number 1: Why is power not supplied when connecting devices through the usb port?
And question number 2: How to make Androyd try to determine who is connected to it via USB?
And question number 3: How to configure such connections?

The device does not support OTG - there is nothing to catch.
