Why is the default action for *.URL files "Print" How to change?

Eh, I haven’t set up Windows for a long time ... maybe a lamer question.
After recovering XP after a virus, the URL shortcut settings went wrong.
If I match through the properties of the folder-types of files, they open in the browser, but as the contents of the URL file, and not the page.
Various recovery utilities restore to a state where the Print action is selected by default.
