Why won't pycharm (java applications) open?

Good day to all.
I once used PyCharm(m), it worked great! But after not entering the application for about one month, it simply stopped running. (OS, by the way Windows 10 home)
I've already tried everything, reinstalled millions of times (in various ways), reinstalled jre, jdk (java) millions of times. But all to no avail.
I racked my brains and noticed in the pycharm log along the path: C:\Users\user\.PyCharmCE2019.2\system\log\idea.log
these errors:

And so, here are the errors. The most important thing I've noticed is that pycharm works for other users on my computer.
And no java applications and jar files and everything related to java does not work in my main user.
What happened to my primary user? I have already tried deleting everything (jre, jdk, all pycharm directories, all caches, etc., etc.), but nothing helps.
Help me please!

broke?
delete Pycharm
clean the registry (optional)
put the latest java, check that java recognizes them for the latest
put Pycharm in another folder
