Why is the current CPU frequency so high?

I have a Mi Notebook pro 15'6 with an Intel® Core™ i7-8550U CPU @ 1.80GHz × 8 running Ubuntu 20.04 (updated kernel 5.11.13-051113-generic).
The constant noise of coolers began to strain. I decided to check the current frequency of the processor cores. I used the command grep MHz /proc/cpuinfoand I was surprised by the high frequency:

cpu MHz		: 2000.000
cpu MHz		: 2000.000
cpu MHz		: 2000.000
cpu MHz		: 2127.775
cpu MHz		: 1190.281
cpu MHz		: 2000.000
cpu MHz		: 2000.000

Why is the frequency so high all the time? How to fix it?
