Why is the csv file with the audience for VKontakte retargeting not loading?

Good afternoon friends! Tell me what could be the error: I am uploading a csv file with an audience for retargeting. Inside the file, the format is:
email,
email phone,
email phone, email phone
, phone
...
VK is being processed, but on the 8th record it gives an error that no matches were found ... (there are several thousand addresses taken from the client base in the file)
FB loads fine.

As a result, the txt file went better and the separators were there; not a comma.
Although the requirements for VC are quite broad:
Data must be listed with a separator ;. You can also use a comma (,) or a line break as a separator;
In one file, email addresses, phone numbers and IDs can be specified in any order;
