Why is the config in vsftpd not working?

The vsftpd config is not doing its job. The config must: Leave users in their home directories, do not let users who are not in the userlist'e. And he does none of this, the server rebooted, maybe he made a mistake, maybe something else, for the second day I can’t figure it out
