Why is the cache not updated?

Hi all.
Faced such a problem:
The site implemented reviews on infoblocks (inserting an included area - creating a Bitrix API element, if created successfully, a JS Alert is issued)
worked fine, then after a while I modified it a bit, added asterisks, everything is fine, only now the reviews work if the address line add "?clear_cache=Y" and if without it then reloads the page does not create an element.
I understand caching problems, it costs 80,000 seconds of autocaching in the infoblock settings, but a week has passed and it also works from a new browser if you add ?clear_cache=Y...
