Why is the BP whistling?

In general, I bought a motherboard and a processor, the same as it was before, only the revision is fresh. And I put my old one in another PC.
So, a whistle appeared in the case, the motherboard thought, unscrewed the PSU and took it aside and noticed that the whistle was coming from it. Whistling, rattle, as if something is sparking, something appears only when the processor is loaded at 100%. There was a whistle and just when moving the mouse, but I turned off the C6 mode and it disappeared. It remained only during loading
Another moment, I checked the unit before replacing the board with a voltmeter and it gave out more than 13 volts and I lowered the voltage a little. Could it be because of this? For before there were no problems with the old motherboard of this model.
What should I do then? Change motherboard?

Oops. Are you so strong in power supply circuitry that it’s so easy, without a circuit diagram at hand, to understand what this trimmer regulates? (Wow, a PSU with a trimmer! Either very expensive, or, on the contrary, extremely cheap).
I wouldn't risk it...
Coils in the PSU usually whistle because of poor-quality assembly. As a rule, a whistle is a sign of a Dishman or not quite serviceable PSU (or both at once) and this one should be replaced. He is not scary, but unpleasant (whistling).
