Why is static from some sites not loaded on the computer?

There was a problem on my computer - when I download bitbucket , meteor or some other sites, static is not loaded. I sinned against the provider, and then it turned out that these sites are loaded on other devices, but not on my computer, even if I open incognito or through another browser. How to be?
PS if I turn on the proxy, then everything is loaded normally.

You can take Wireshark and see if the requests are coming.
