Why is speed cache in Joomla and still slows down?
even reload for guests is enabled, and you still go to the page and load for a long time as if it doesn’t work, although you can see from the logs that we are working, what could be the problem?

There can be many reasons. Server brakes - this is when Php scripts or the database slow down. You could install all sorts of SEO extensions that can slow down the site. Or the components used build complex queries, or you have a store with several hundred thousand products and the site may lack hardware. And there are brakes in the browser, which essentially depend only on your template, approach to layout and implementation. Here, Joomla itself has nothing to do with it. The page can be formed quickly on the server, but it takes a very long time to render in the browser.
