Why is Package Control not installed in ST3 Build 3143?

Updated to the new build Build 3143.
All configs got lost. Half of the packages are gone. Including PC.
I'm trying to bet. But nothing happens. What could be the problem? Maybe now the PC somehow needs to be installed differently in the new ST?

Check the user settings file. Try removing "Package Control" from "ignored_packages".
