Why is OS X slower than Windows?

Hello, I notice that OS X is slower than Windows on many tasks, especially where you need a lot of resources instantly.
Subject:
Macbook Air 2012 (i5, 4 gb ram, ssd)
OS X Mavericks
Windows 8.1
Both systems are freshly installed, clean.
What works for me is slower than on Windows:
1. Scrolling in Chrome and all browsers (except Safari) while loading pages, jerky in OS X, normal in Windows.
2. Loading "heavy" pages in Chrome and other browsers except Safari.
3. Opening documents in Microsoft Office.
4. Some other file operations, such as opening large photos (cr2) and documents.
It seems not the most difficult things, but for me, for example, most of the working day consists of these things and the slowdowns are annoying.
Do you have something like this? How is it treated?

1, 2 - all questions about chrome (what's the point of using chrome on a macos? I don't understand it)
3. office on a poppy != office on windows. it feels like it was ported with the left rear heel, questions again to the microsoftware;)
4. - what do you open, if not a secret? the aperture works briskly, in my opinion ...

Look at what you have with memory, IMHO 4GB is not enough actually already.

I don’t know how with win 8, but if we compare mac os x 10.9 against win 7 on a hackintosh (amd), but the poppy is noticeably faster than Windows.

Try going to about:flags in chrome and enabling some experimental features like GPU acceleration or font smoothing, it might help.

Windows 8.x is very fast and well optimized. Gone are the days when OS X was faster and more reliable than Windows.
