Why is openserver blocking access to the /local/templates/.default/ folder?

Why is openserver blocking access to the /local/templates/.default/ folder?
I installed bitrix, put the layout in /local/templates/, I needed to add common files, and the server instead of a file from the .default folder gives an error 403.
The fact is that everything works on ubuntu with a bang, but it terribly slows down not Windows jelly on ssd. Apparently the problem is in openserver or some .htaccess settings

Because in the nginx config template there is a line
What gives 403 for all URLs where there is a sequence of slashes and dots. Hidden files are supposed to not be accessible.

Why are you using /local/templates/ ?
By default /bitrix/templates/
