A Bitrix template has been purchased, first we want to check its work either on:
1 copy of an existing website online
2 on a fresh installation of Bitrix
The solution code can be activated only once, how can this be done or can it only be done on a local copy?

You can activate it in production, but you don't have to install it. Then download the database to the local version. On the local it will already be possible to install.
