Can a copy of the Bitrix site be deployed only locally? Is it not possible to run a copy online on a subdomain for the purpose of setting up and debugging?

Not necessarily locally, you can also online on a subdomain.
In the main module setting (Settings -> Main module -> Update system) there is a property "Installation for development", which will block your access to the update system so that you do not violate the license agreement.
