Why is one specific ip address unreachable on one specific port from one specific computer?

Gentlemen, the question is the task. I ran into a previously unknown problem.
I have a laptop (we have Win8.1), I constantly ssh to the server from it. Today I could not log in, the process stops at resolving host (knocking on IP). I immediately try to log in from another laptop standing nearby (from the same network, connected to the same router via wifi) - everything works! I try to log in from different devices (laptops, tablets, desktop computers) from different networks - everything is ok everywhere! From my laptop to none!
What I tried:
- disabled the firewall on the laptop, all
antiviruses
- reset the tcp / ip stack (via netsh)
- connected the laptop directly to the cable from the provider
- booted in safe mode
- updated wifi drivers
- tried different ssh clients
- created a new account in Windows and tried from it.
Nothing helped - it was not possible to connect under any actions. And it is on port 22. On the same server 21, 80 ports without problems. And by the way, to other servers via ssh is also no problem.
With a friend broke both heads)) is already a sporting interest to figure out what happened. Yesterday it worked, today it doesn't.
Does anyone have any thoughts?

It is logical that you broke many times and you were banned by some kind of auto-system from sorting out passwords like fail2ban

MAC changed? Tried to load a laptop from a flash drive of any OS and connect?
