Why is nginx not listening on port 80?

I collect nginx 1.9 from sources from off site I write the
start script, autoload works
service nginx status says that it is running
But netstat shows that no one binds to port 80
At the same time, if you raise the same vps and install from the 1.8 repository, everything works fine
What could be cause?
