Why is nginx ignoring some JPG files, throwing a 403 error?

linux

nginx ignores some JPG files, gives a 403 error . The
files are in the same directory, the rights and attributes are the same.
who knows what could be the problem?

test.JPG пропадает :-)
поменял владельца :-) - результат без изменений :-)
аналогичная фигня и в соседней папке :-)
