Why is my laptop overheating?

ASUS N56DY laptop, AMD A8-5550M CPU, Radeon HD 8550G video. Very often overheats under load, sometimes even when idle. CPU temperature at idle - 60-70 degrees. (Open Hardware Monitor), video cards - 55-60.
When the processor loads above 40-50%, its temperature rises to 90+, the laptop turns off after a while.
The fan is working. I took it apart several times, changed the thermal paste, there is no dust, the heatsink fits snugly to the processor.
Changed OS - same thing. I wanted to update the BIOS, but I already have the latest version.
What could be the reason?

The reason for overheating is that less heat is removed than necessary. For example, problems with the cooling system, of which there can be many.

For example, the heat pipe failed. To check, remove the radiator, heat it slightly on the gas from the processor side - almost immediately the tube will become hot along the entire length, do not touch it next to the radiator. If it is hot on the processor side, cold on the heatsink side, replace it.
Is the turbine blowing hard? Blowing weak - to be replaced.
Or without thinking and without checking - both are under replacement.

to the touch it is felt that it is hot, if not, then either the heatsink is pressed badly, or the thermal paste is bad. See if it's possible to increase the fan speed in the bios.
