Why is my laptop asking for 2 IPs over Wi-Fi?

The RB2011UiAS-2HnD-IN router distributes Wi-Fi, everything works fine, but one moment confuses. When one particular laptop connects via Wi-Fi, the DHCP server gives it an address:

info: dhcp1 assigned 192.168.1.220 to 74:E5:43:04:81:93

And then in the logs constantly appears an entry:
warning: dhcp1 offering lease 192.168.1.221 for 16:E5:43:04:81:93 to 74:E5:43:04:81:93 without success

Those. is the same laptop trying to get another IP under a different MAC? Why might this happen?
And I do not quite understand the syntax of this term, i.e. it is clear that the issue of the address 192.168.1.221 for 16:E5:43:04:81:93 failed, but what does "to 74:E5:43:04:81:93" mean?

you don’t have any more equipment on the network? ... it feels like some kind of piece of hardware takes away the “static” for itself.
Try to make a “reservation” for the MAC address of the WiFi laptop and see if the problem goes away ...
