Which dhcp server to choose: software or hardware?
Local network for 200-300 workstations, there is a router that distributes the Internet, a domain network. Used a software dhcp server on freebsd on Hyper-V for a while. During the repair, the server was turned off, switched to the hardware one from the router. The whole network began to periodically fall, does not give out addresses.
As best practices recommend: hardware / software, or initially it was necessary to choose dhcp on the windows server.

dnsmasq is enough with the head, for the most part they put it in the routers
the router "chokes" IMHO
DHCP raise on any software, the role is simple, a weak PC can handle
something new "hardware DHCP"
If the network is mostly Windows, then set DHCP Failover on a couple of Win2012R2 machines.
For a Windows network, you will not find better, more fault-tolerant and safer.
