Why is my google ads daily limit exceeded?

There is a limit of $ 5, threw 10 and by the evening already spent 8. How to make sure that it is not exceeded?

No way. Google Ads help states that actual daily spend can be up to 2x the limit. But the restriction will be observed on average over a longer period approaching the monthly one.
