How to properly promote a social site with user-generated content for the first time?

I have a successfully running site with completely user-generated content. People are actively sitting, creating content, clicking on ads and generating income.
When I launched this site, I was lucky and the first part of the audience came by themselves and there were no further difficulties.
Now I'm running a copy of this site in another language, and the difficulty appears - there is no content to start. People from advertising come, see an almost empty site and leave. The problem is that I can’t create or order content on my own, the service is social to some extent and “posts” of users without further interaction between them do not make any sense.
How to get the first part of the audience that can be "self-sufficient" in terms of creating and consuming content? Is it even possible to do this using only contextual advertising?
