Why is it that when you click on text (not an input field) in the browser, the mouse icon changes as if you are clicking on a text input field?

You know, when you enter text, the mouse icon turns into a direct flickering slash. But more recently, such an icon began to blink even just when I click on any text on the site, when in theory this should not be. Maybe someone faced such a problem? Or is it that chrome has such an update?)

If enabled, then disable.
