Why is it not possible to add an external data source?

There are 2 bases, I created one from scratch, and received the second from the customer. In the first option, it is possible to add external data sources, while in the second it is not available. What could be the problem? How to decide?

Judging by the icons in the configuration root, you have received a copy of the distributed database, namely its peripheral node. Configuration changes in such a node can only occur when communicating with the main configuration.
