Why is it hard to find PHP programmers in Kazan?

We have been looking for two PHP programmers for a month already, and the requirements are not very strict, and the salary seems to be normal - there is almost no one.

Worthy candidates in the provinces have already learned how to work remotely. Many liked it, and now they will think for a long time before deciding to move to the office.
Write a clear TOR, make a detailed and transparent schedule with weekly acceptance, coordinate it with remote candidates and work with them.

The problem is that freelancing, sitting at home and not particularly straining, you can easily get above the bar you specified ... Moreover, the level of knowledge may not be very good.
You, IMHO, with such a budget, look for remote workers and learn to work with them. Fortunately, there are now both means of control and trouble-free audio + video communication.
ps coding in php, I'm sitting in the country, there are permanent employers (freelance exchanges have long been forgotten), I work for about 8 hours, I get much more than the upper salary level you suggested. Why should I spend several hours a day on transport and sitting in a stuffy office?

Usually a good established web programmer in Kazan already has a good job and is not going to change it.
In our experience: we are looking for smart people with basic knowledge in web development and we train, it usually turns out well
. There is also an option if you already have working programmers, you can contact good programmers they know, and then offer them better working conditions, etc. .d.
So that a normal php programmer would sit without work and look for a job almost never happens, if only some company is falling apart.
Usually, employers approach a programmer through friends or something else.

- A lot of PHP programmers I know just left PHP for Ruby/Python. The rest are just sawing CMS. Maybe this is a trend
- Think about what you can offer an employee? Well, it’s just real - I can’t imagine, for example, why would an experienced person now agree to an office for five days “from and to”, for “ordinary money”, and a tough connection with the management, which most likely will just crush him with the topic “must”, absolutely without listening to the arguments and not taking into account all his ideas / plans. The crisis seems to be over. Thinking about the conditions - well, just reflect them in the working conditions.
