Probably the flash drive is dead, and small images simply do not fall on broken blocks.

I agree with mkone112 that flash drives don't last long...
But, I would write a flash in Lin with the dd utility :
where X in sdX is the letter designation of your flash drive in the system ( a , b , c , d , etc.).
You can find out the letter designation of your flash drive in the system using the commands in the Terminal (Ctrl + Alt + T ):
or
write Rufus in small software....
dd if=/путь/папка/образ.iso of=/dev/sdX
df -h
lsblk -l
