Why is iPhoto not in OS 10.9 programs?

I installed the system (10.7.5 it seems) via online recovery, then immediately updated to 10.9
The system is missing iPhoto, although the App Store suggests updating. When I try to update, nothing happens. A cursory internet search turned up nothing.

As a result, I installed iLife 13 from torrents, like the flight is normal

When updating through the Mac App Store, how does this not happen? Have you tried waiting?
Are you sure iPhoto isn't in the list of programs?
