Why is hyper-v loading the cpu?

Hello everyone, hyper-v loads, overclocks the processor to 100%, why is this happening? In normal mode, 50 - 60% of the processor power is used. But when you turn on hyper-v, the processor is always at maximum power. What could be the issue here? How to make the system overclock the processor as needed and not always so that there would be a speed of 100% in absentia, even if no programs are open ?!

It is possible that installed applications use hyperv as a virtualization engine, and use more processor threads, overclocking it, and when hyperv is turned off, they take fewer threads and the processor runs at a lower frequency

Not at maximum power, but at maximum frequency. Your CPU load is displayed to the left of the frequency, and with hyper-v enabled, it is almost three times lower (12% vs. 31), so that's almost what it comes out to.
