Why is Habr blocked?

Good afternoon, question. Does anyone here know by any chance why Harb's website from Almaty, Kazakhstan is not opening?
This has been happening since yesterday (February 25). Tried different providers, including GPRS!
Ping and traceroute work fine, but I can't access via IP, we have:
“Hello, Chip and Dale are talking to you. The

domain name you are accessing is incorrect. Check what is written in the address bar. There should be something matching the regular expression ^(http(s)?://)?(www\.)?([a-z0-9_-]+\.)?habrahabr\.ru(/(. )*)?$.

In general, everything strongly resembles the blocking of political / oppositional, etc. resources.
And now I'm writing through Opera Turbo. But who did Habr interfere with? Or am I dumb? When will this nonsense stop? Thank you in advance.

The most interesting thing is the solution to the problem. Three minutes ago I called the support service of the largest provider. Asked why the site does not open. They asked for the address of the site, after which they persistently tried to explain that they were not doing any blocking, etc., they gave me another phone number, and asked to call back there. And just a minute later, a miracle happened! Everything worked, and it worked not only through this channel, but also from phones (tried 2 with different operators)! What's this? Manna from heaven? This is how the Internet and providers work in Kazakhstan.!

If the site responds by IP, then the connection with the site is without problems and the site itself is not blocked.
If the name only does not respond, then this DNS is vykablutsya for some reason.
Since we do not control DNS and cannot find out the reasons from it, you can either switch to another DNS (for example, find public DNS), or register a habr in the hosts file and then DNS will not participate in the game at all.

Well, it's clearly explained. It is possible to add an entry in hosts if DNS does not suit something.

The same problem was, in the morning I wrote to those. support. Now a site is opening from its Ip “through force”.
In general, VPN helps me out :)
