Why is Github not available under Linux?

Actually, github.com is not available under Ubuntu 16.04. Windows 7 opens, android phone opens.
Not yet opened in Ubuntu

The problem is in the dns of the local provider. Through Rostelecom from under Ubuntu, all of the above sites are available.
For some reason, the local provider blocks these sites from under Ubuntu
