Why is getbootstrap.com blocked?

Does anyone have any information why getbootstrap.com is blocked?
I have it appear under the following ip: 104.27.144.213, 104.27.145.213
Both are entered in the registry - the site does not open.
A similar situation with bower.io.

Roskomnadzor blocked these ips on 10/24/2016 but with a different domain.
The site normally opens through a proxy or TOR.
